received with your letter, it would appear that, as the
revised estimate for the proposed Refuge at Mongkokt sui
had greatly exceeded the original rough estimate of
$600,000, made prior to the experience of the typhoon of
September, 1906, he had instructed the Director of Public
Works to report as to the feasibility of undertaking at
the present time, the construction of a shorter length
of Breakwater, which might still serve the purpose in view,
and be expanded later by additional extensions,
into the
complete Refuge as designed.

In consequence thereof a Report, with accompanying
plane, was prepared by Mr. J. F. Boulton, Executive Engi
neer in the Public Works Department, wherein alternative
proposals were put forward, viz: a comprehensive scheme to
provide a Harbour of 166 acres area, an alternative being
submitted for a smaller project of only 57 acres in
extent. His Excellency remarked, with regard to the
latter, that the space would be too small for the requireTM
ments of the Port.
